The short version

When goods arrive in India, customs charges stack in a cascade: Basic Customs Duty (BCD), often a small Agriculture Infrastructure & Development Cess (AIDC), a Social Welfare Surcharge (SWS) of 10% on the duty, and then IGST (usually 18%) on the duty-inclusive value. Who collects what

India's Central Board of Indirect Taxes and Customs (CBIC) assesses customs duty at the border, by the product's HS code. The charge is not a single number — it is a stack:

  • BCD — Basic Customs Duty, the headline rate for the product.
  • AIDC — Agriculture Infrastructure & Development Cess, applied to certain goods.
  • SWS — Social Welfare Surcharge, 10% of the duty (BCD + AIDC).
  • IGST — Integrated GST (5%, 18%, or 28%), charged on the duty-inclusive value.

The duty formula

The cascade runs in order on the assessable (CIF) value:

  1. Assessable value = product cost + insurance + freight to India.
  2. BCD = assessable value × the product's basic duty rate.
  3. AIDC = assessable value × the cess rate (where it applies).
  4. SWS = 10% × (BCD + AIDC).
  5. IGST = (assessable value + BCD + AIDC + SWS) × the IGST rate (usually 18%).

Each layer builds on the last, which is why the effective rate is higher than the headline BCD alone.

A worked example. A camera costs $400 with $40 freight and $5 insurance:

  • Assessable value = $445
  • BCD (10%) = $44.50
  • AIDC (1%) = $4.45
  • SWS (10% of BCD + AIDC) = $4.90
  • IGST (18% of $498.85) = $89.79
  • Total customs charge = $143.64 (~32% of the assessable value)

Two figures surprise most shoppers: phones and laptops carry 0% basic customs duty (just 18% IGST), while toys carry a 70% BCD — among the highest consumer rates in India — so a toy's landed cost can be more than double its sticker price.

Exemptions and thresholds

  • Gifts up to ₹5,000 sent to an individual are generally exempt — but the exemption is strict, frequently scrutinised, and does not apply to commercial-looking shipments.
  • Printed books are generally exempt from customs duty and GST.
  • No broad low-value de-minimis for ordinary purchases — most imported goods are dutiable from the start.
  • Restricted/prohibited goods (certain electronics, drones, some foods) follow separate rules and may need licences.

Common questions

How much is customs duty on US purchases shipped to India? It depends on the product's HS code. The charge stacks BCD + AIDC + SWS, then IGST (usually 18%) on the duty-inclusive value.
