HS 9503

Import Duty on Toys & Games in India (2026): 20%–130.9% + IGST

Toys under HS heading 9503 became one of India's most heavily protected categories after 2020: combined customs duty starts at 20% and reaches an extraordinary 130.9% on some lines, and a BIS quality-control order simultaneously restricts what may enter commercially. Collectibles and LEGO exclusives still flow - carefully.

HS-code duty rates for toys & games

The duty column is the combined customs rate (BCD plus AIDC and SWS, all charged on the assessable value); IGST is then applied on the duty-inclusive amount.

Worked example

What INR 12,000 of toys & games costs to land in India

Step by step, using the representative rate for this category (70% duty on HS 95030010, 18% IGST). Your exact rate depends on the precise HS code in the table above.

Note for businesses: the IGST portion (INR 4,039 here) is creditable as input tax credit if you are GST-registered; the customs duty portion is not. Freight is illustrative - use the calculator for a quote with real shipping on your actual item.

Before you order

What to know about importing toys & games

  • Basic customs duty on toys was raised to 60-70% for most lines (from 20%) - our tariff data spans 20% to 130.9% across the heading; the exact line determines everything.

  • The Toys Quality Control Order requires BIS certification for toys sold commercially in India; single collectible items for personal use generally clear, but this is discretionary.

  • Collectibles marketed to adults (display figures, model kits) sometimes classify outside the child-toy lines - description and classification materially change the rate.

  • 18% IGST applies on the duty-inclusive value.

Toys & Games import questions, answered

Why is import duty on toys in India so high?+
India deliberately raised toy tariffs (to 60-70% BCD on key lines) and imposed BIS quality controls from 2020 to cut Chinese toy imports and build local manufacturing - and toy imports fell by more than half. Our tariff rows for heading 9503 span 20% to 130.9% combined duty depending on the line.
Can I still import LEGO or Gundam kits for personal use?+
Yes - single sets for personal use clear customs with duty paid, and adult-collector model kits are routinely treated more leniently than children's toys. Expect a heavy tax bill on high-value sets: a USD 300 LEGO exclusive can attract duty plus IGST approaching its own price on the worst lines.
Does BIS certification block my toy shipment?+
The BIS quality-control order targets commercial imports for sale. Personal imports of one or two items generally pass, but customs holds toy shipments more often than other categories, and commercial-looking quantities without BIS will be refused. We declare collectibles precisely to reduce holds.
Are trading cards and board games taxed like toys?+
Playing cards and board games fall in Chapter 95's game lines with their own rates, generally lower than the punitive toy lines. Pokemon and Magic singles/boxes are among the most frequent small-parcel imports we handle, usually clearing at moderate total tax.
